Jeremiah D. Reuter, ASA, MAAA, MS

Jeremiah is a Vice President and actuary in the Denver office of Optum. He has 20 years of experience in the healthcare actuarial field. Jeremiah is currently leading Enterprise Strategic Services at Boulder Community Health which include the entire analytics organization in addition to strategic portfolio solutions.

Prior to Boulder, Jeremiah’s primary career focus has been in the area of value and risk-based consulting for providers, as well as managed analytics for health systems. He has worked with health insurance plans, health care providers, Accountable Care Organizations (ACOs), Clinically Integrated Networks (CINs), health plans, Centers for Medicare & Medicaid Services (CMS), and state and national regulatory agencies. Jeremiah also has an extensive background in international healthcare, having spent more than three years working with the National Health Service (NHS) in England as well as projects in Canada and Columbia.

Jeremiah serves provider organizations in the Chief Actuary role enabling risk identification and management. Jeremiah is also currently consulting with health plans and health care providers on the impact value-based arrangements as they continue to expand their risk portfolios initiated by the Affordable Care Act (ACA) legislation and Medicare Access & CHIP Reauthorization Act (MACRA) legislation. This includes modeling changes in member/patient mix, market share, member/patient cost and risk, as well as market and financial analyses for payers to understand the impact on networks and markets and across programs.

Prior to the passage of the Affordable Care Act (ACA) and again in 2016, Jeremiah provided actuarial expertise for Optum UK for three years, consulting with both commissioners and providers of care in England. The scope of work included ACO feasibility, financial simulation modeling, development of health actuarial capabilities in the UK, contracting, health economics (including QALYs), financial reporting, activity monitoring reports, and provider management reporting.

He is a member of the American Academy of Actuaries, and an Associate of the Society of Actuaries. Jeremiah graduated magna cum laude from Mayville State University with a double major in mathematics and physical science. He also holds a Master of Science degree in mathematics from the University of North Dakota.
